Working session between the General Department and representatives of the Moscow City Administrative Agency

Faced with the urgent requirements of life and the socio-economic development of the country, our country has soon advocated and directed the reform of the state apparatus system and mode of operation. in order to find a step-by-step and synchronous solution for the reform and building of a competent and effective state administrative apparatus.
The adoption of the right management tools is crucial for creating a contemporary, democratic, efficient, and powerful administration. The quality management system in accordance with TCVN ISO 9001 is a suitable option among the management models that may be used in agencies and companies under the state administrative system.
It has been nearly 15 years since Vietnam implemented it, it can be affirmed that it is necessary to apply the quality management system according to ISO 9001 in state management activities serving organizations and individuals. effective and practical, in line with the trend of building a modern administration in the direction of openness and transparency, meeting the needs of our country’s world economic integration, effectively supporting government administrative reform program.
In September 2021, the General Department of Standards, Metrology and Quality (General Department) published an article about Vietnam’s achievements in applying ISO 9001 on ISO’s official website (original article link: https: //www.iso.org/news/ref2711.html.
The article has had a positive effect and received the attention of international friends, the Russian Trade Representative Office in Vietnam connected and proposed a meeting between the General Department and a number of city administrative agencies. Moscow to share Vietnam’s experience in applying ISO standards in agencies of the state administrative system.
On July 26, 2023, a working session was conducted online under the direction of Mr. Ha Minh Hiep, the Deputy General Director responsible for the relevant units. On the Russian side, there were representatives from the Russian Trade Representative Office in Vietnam, the Moscow Ministry of Economic Policy and Development, and the Department of Economic External Relations and International Relations. The General Department shared in-depth information during the meeting regarding the need to implement the ISO 9001 standard in order for agencies and organizations operating under the state administrative system to be successful.
Additionally, the General Department discussed the pilot application of the ISO 18091 standard at 12 People’s Committees in the districts and communes of Hai Phong city, which helped to address the shortcomings and current issues with the ISO 9001 standard. Previously put to use in the provision of high-quality public administration goods and services, delivering great satisfaction to individuals and businesses, and promoting a sustainable local environment.
The Moscow administrative agency has also expressed deep interest in the experience sharing of the General Department in the application of ISO 9001 to state agencies and wishes to continue to have opportunities opportunity to exchange and share experiences as well as establish a good relationship with the General Department.
