The signing ceremony of Memorandum of Understanding between the Committee for Standards, Metrology and Quality (STAMEQ) and Vietnam National Petroleum Group (Petrolimex)
On December 19th2024, in Hanoi, the signing ceremony of the Memorandum of Understanding on the implementation cooperation of Project 996 takes place between the Committee for Standards, Metrology and Quality (STAMEQ) and the Vietnam National Petroleum Group (Petrolimex).
At the ceremony, representing the Committee for Standards, Metrology and Quality, is Dr. Ha Minh Hiep – Acting Director-General of the Committee for Standards, Metrology and Quality, Mr. Tran Hau Ngoc – Deputy Director-General of the Committee, and the representatives of sub-ordinate units under the Committee. On behalf of Petrolimex, the delegation includes Mr. Dao Nam Hai – General Director of Petrolimex, Mr. Nguyen Quang Dung – Deputy General Director of the Group, and representatives of units under the Group.
At the beginning of the signing ceremony, Mr. Tran Quy Giau, Director of the STAMEQ’s Metrology Department, the focal department implementing Project 996, briefly introduced the reasons and context of the Prime Minister signing Decision No. 996/QD-TTg promulgating the Project “Strengthening and innovating metrological activities to support Vietnamese enterprises to improve their competitiveness and international integration in the period up to 2025, with a vision to 2030” and documents guiding the implementation of Project 996 such as Decision No. 3807/QD-BKHCN dated December 18, 2019 promulgating the “List of key sectors and fields that need to strengthen and innovate measurement activities”, Decision No. 510/QD-BKHCN dated March 17, 2021 promulgating “Guidelines for developing and implementing the Measurement Assurance Program at enterprises”. At the ceremony, Mr. Giau also summarize the results of the implementation of the measurement assurance program nationwide in a number of industries, fields, and localities and presented the content and scope of the cooperation between the Committee and Petrolimex.
Speaking at the signing ceremony, Dr. Ha Minh Hiep – Acting Director-General of the Committee for Standards, Metrology and Quality said that he recognize the importance of strengthening and innovating measurement activities in the production and trading of petroleum. With the desire to enhance the cooperation to promote the implementation of Project 996, the signing ceremony of the Memorandum of Understanding on the cooperation to enhance and innovate metrological activities in petroleum production and trading between the two sides will demonstrate common commitment and establish an official cooperation framework between STAMEQ and Petrolimex in this field.

Sharing at the signing ceremony, Mr. Dao Nam Hai – General Director of Petrolimex affirm that the cooperative relationship between the two sides has been established for a long time and achieve significant results.

Mr. Hai hopes that in the coming time, the Group will be supported in the work of standards, metrology and quality in the petroleum sector. In addition, Petrolimex will commit to speeding up the digital transformation, green transformation and meeting socio-economic requirements in the near future.
The Memorandum Strengthens the exchanges, consultations, and participation in the development of policies, standards, and technical regulations related to the production and trading of petroleum; Evaluating the PLX’s technical facilities system serving the inspection/calibration and self-inspection of measuring instruments and measurement standards; Developing a plan to support the inspection, calibration, and testing of measuring instruments and measurement standards; measuring, testing/experimental/inspection equipment; measurements and measurement methods of PLX’s member units and enterprises to promptly meet production and business requirements; Building and effectively implementing the Measurement Assurance Program at PLX’s member enterprises in the following areas: production and trading of petroleum; providing measurement, testing, and quality control services for petroleum and other goods; Strengthening technology transfer, application of information technology, and automation solutions for digital transformation and green transformation in petroleum measurement activities; Coordinate the organization of Workshops, Conferences, Scientific Research Forums, and training courses on measurement domestically and internationally; Coordinating the exchange and cooperation in scientific and technological research and training on measurement related to petroleum with measurement agencies and organizations of countries/economies in the region and internationally; Developing and implementing programs, coordinate the implementation of inspection and examination plans on petroleum measurement; Promoting propaganda work, raise awareness of the role of measurement activities in petroleum production and business and coordinate to carry out emulation and reward for organizations and individuals who perform well in the contents of the measurement assurance program.
