The 5th Lancang-Mekong Cooperation (LMC) Symposium on Metrology Theme: “Fostering Clean Energy Cooperation for a Green and Sustainable Region”

The Lancang-Mekong Cooperation (LMC) on Metrology is a sub-regional cooperation mechanism established in 2018 to promote technical collaboration and sustainable development among Mekong River countries, including Vietnam, China, Thailand, Cambodia, Myanmar, and Laos. Metrology is considered the “backbone” of the national quality infrastructure, playing a pivotal role in advancing science and technology and driving socio-economic growth. As Vietnam’s official representative, the Vietnam Metrology Institute (VMI) has actively participated in metrology cooperation activities within the LMC framework, contributing to strengthening national metrological capabilities and international integration.
The 5th LMC Symposium on Metrology was held in Nanning, Guangxi, China, from July 28 to 31, 2025, under the theme “Fostering Clean Energy Cooperation for a Green and Sustainable Region.” This year’s symposium attracted over 150 delegates, including scientists, policymakers, metrology experts, and representatives from research institutes and international organizations. The VMI delegation, led by Director Dr. Ngo Thi Ngoc Ha, attended all technical sessions and group discussions, focusing on topics such as Legal Metrology for Electric Vehicle Charging Stations, Traceability Systems in Photovoltaics, Clean Energy and Metrology, and Renewable Energy and Solar Energy. VMI took an active role in the discussions and proposed solutions to enhance the national metrology systems in developing countries, particularly in the context of clean energy transition.

As part of the symposium, the National Institute of Metrology, China (NIM), and VMI re-signed their Memorandum of Understanding (MoU). In recent years, the collaboration between the two national metrology institutes has made significant progress, with many practical and effective activities jointly discussed and implemented under the supervision and authorization of relevant authorities. These efforts have supported mutual research, capacity building, and the development and maintenance of national measurement standards. In 2025, both institutes agreed to renew their MoU, building on the achievements of the previous one. This MoU not only helps VMI maintain ties with one of the world’s leading NMIs but also affirms VMI’s commitment to research, training, and technical capability enhancement in service of scientific advancement and innovation. The renewed MoU paves the way for promising future cooperation and a solid foundation for a sustainable partnership.

On the sidelines of the symposium, VMI paid a working visit to the Guangxi Institute of Metrology and Testing (GXIMT). This visit provided an opportunity for VMI to exchange experience and discuss advanced metrological solutions in renewable energy and green technologies. The VMI delegation toured GXIMT’s modern laboratories, gaining insights into their operational procedures and the application of new technologies in verification and calibration activities. Notably, the two institutes proposed to enhance collaboration in several shared areas of interest, such as developing national measurement standards, applying digital technologies, and training highly qualified personnel.

LMC Metrology continues to affirm its role as an effective sub-regional cooperation mechanism, actively contributing to the advancement of science and technology and the sustainable energy transition in the Mekong region. The 5th LMC Symposium has opened new opportunities for collaboration and provided momentum for sustainable metrological development among member countries. The outcomes of the symposium not only bring immediate practical benefits but also lay a solid foundation for the long-term development of metrology in Vietnam, making an important contribution to the transition to clean energy and the achievement of sustainable development goals.
