STAMEQ – ISO: Toward a Sustainable Standard Distribution Pattern

On December 10, the Commission for the Standards, Metrology and Quality of Viet Nam (STAMEQ) held a working session with representatives from the Secretariat of the International Organization for Standardization (ISO).
The session further strengthened ongoing cooperation efforts aimed at enhancing transparency, sustainability, and effectiveness in the ecosystem of international standard distribution in Viet Nam.
Representing STAMEQ were Mr. Trần Đăng Khoa, Vice Chairman; Ms. Vũ Thị Thu Phương, Acting Director of the International Cooperation Department; Mr. Nguyễn Văn Khôi, Director of the Standards Department. The ISO delegation was led by Mr. Stéphane Mottaz, Global Commercial Revenue Managment and representative of the ISO Secretariat.

The two sides discussed issues related to ISO’s standard distribution pattern, intellectual property rights, as well as potential cooperation mechanisms to enhance standard accessibility within the Vietnamese market.

Mr. Stéphane Mottaz emphasized the importance of developing sustainable business models for the international standardization system. He noted that ISO is diversifying its revenue streams and mitigating copyright infringement risks through new commercial programs. These include national commercial support initiatives and a pilot third-party distribution (TPD) model deployed in selected regions, including Southeast Asia and Viet Nam.
“National standardization bodies such as STAMEQ play a central role in the standard ecosystem. ISO aims to work more closely with these institutions to safeguard shared interests while supporting efficient and context-appropriate standard distribution models in each country,” Mr. Mottaz stated.
According to ISO, the TPD pattern will help reduce financial burdens, expand accessibility to standards in developing economies, and reinforce compliance and intellectual property protection — an issue of increasing priority for ISO.
STAMEQ representatives welcomed ISO’s proposals and expressed readiness to cooperate in implementing appropriate models tailored to local conditions. ISO’s recommendations are viewed as an opportunity for STAMEQ to further improve the national standard distribution framework and enhance access for domestic businesses and institutions.
Speaking at the session, Mr. Trần Đăng Khoa, Vice Chairman of STAMEQ, affirmed:
“We understand that ISO’s proposals are designed to create mutual benefits. STAMEQ looks forward to continuing its collaboration with ISO to identify practical, effective, and most suitable solutions for standard distribution activities in Viet Nam moving forward.”


The session concluded with agreement on upcoming cooperation directions, particularly regarding standard distribution mechanisms and intellectual property protection. Both sides expect that ongoing technical exchanges and strengthened cooperation frameworks will support Vietnamese businesses in accessing international standards more efficiently, while further deepening the partnership between STAMEQ and ISO.
