On the morning of December 13,2018, the Directorate for Standards, Metrology and Quality (STAMEQ) had a meeting and worked with the delegation of the Institute of Quality Management (K-Petro). Attending the meeting Mr. Tran Van Vinh, Director General of STAMEQ and representatives of departments of STAMEQ; On the side of K-Petro delegation were Mr. Joo- Suk Son, K-Petro’s Chairman and K-Petro’s specialists.
Opening at the meeting, Mr. Tran Van Vinh, the Director General said that STAMEQ and K-Petro have had long maintained a close relationship in bilateral cooperation since the signing of the Memorandum of Understanding (MoU) in 2019, The Ministry of Science and Technology (MOST) has assigned STAMEQ to implement the state management of quality measurement of petroleum products. He also expressed the hope to further promote cooperation in the future, through the process of exchanging and unifying the content.

At the meeting, the signing ceremony of MoU Implementation Plan in the term of 2019-2020 between STAMEQ and the K-Petro delegation took place. On the other hand, they would discuss the cooperation between the two sides in the future and wish to continuously develop and promote the relationship in many fields.

Sharing about the status of fake gasoline and oil trading for consumers is happening in Vietnam and other countries today, Mr. Shin Ky Ho shared solutions that Korea has applied to handle this situation. South Korea has experienced a number of explosive gasoline car accidents, detecting the sale of counterfeit gasoline to consumers in 2010 and 2011. However, that situation was resolved when Korea strictly controlled the use of solvents (the main raw material in petroleum). The strict management of the solvent has minimized the use of fake gasoline. Besides, Korea has used petroleum quality analysis technology with simple measuring equipment to compare with equipment in the petrol business units. One more practical solution to overcome this situation is administrative punishment, revocation of business registration petroleum sales.
The project to support Vietnam in building a quality management system for petroleum has been approved by the Government of Korea through the Ministry of Knowledge Economy (MKE), which will be implemented from May to December 2010. The contents of the scheme were divided into two parts: The Korean experts conducted study tours, researched and collected data related to Vietnam’s petroleum quality, based on which the drafted medium- and long-term plans in order to develop Vietnam’s petroleum quality management system; Organizing Conference on Quality Management System of Petroleum in Vietnam.
