The General Department of Standards, Metrology, and Quality (STAMEQ) is an agency directly under the Ministry of Science and Technology, performing the function of state management of standards, measurement and quality of products and goods. The functions, tasks, powers and organizational structure of the General Department of Standards, Metrology and Quality are specified in the Decision No. 08/2019/QD-TTg dated April 15, 2019.
DEVELOPMENT HISTORY
On April 4, 1962, the Institute of Metrology and Standards, the first state management agency for metrology and standardization in our country, was established under the State Scientific Committee (now the Ministry of Science and Technology). of Technology).
On December 31, 1970, the Institute of Measurement and Standards was split into two Institutes: the Metrology Institute and the Standards Institute, both under the State Committee for Science and Technology.
In order to meet the requirements of quality management of the national economy, on April 6, 1971, the Department of Product and Goods Quality Inspection was established under the State Committee for Science and Technology. .
In the South, before liberation, the National Institute of Standards under the Saigon government was established in 1972. After the unification of the country, on April 6, 1976, the Government Council decided to change its name. The National Institute of Standards became the Institute of Standards under the State Committee of Science and Technology. At the same time, the Government Council decided to transform the Metrology Institute and the Standards Institute into the Central Bureau of Metrology and the Bureau of Standards.
Due to the requirement of synchronous coordination of three aspects of standardization, measurement and quality management, on September 13, 1979, the Government Council issued Decision No. 325/CP on merging the Bureau of Standards, The Central Bureau of Metrology, the Department of Product and Goods Quality Inspection and the Institute of Standardization became the State Bureau of Standards-Measurement-Quality.
The Directorate for Standards, Metrology and Quality under the Ministry of Science, Technology and Environment (now the Ministry of Science and Technology) was established on February 8, 1984 under Decree 22/HDBT of the Council of Ministers. Second, a system of organization of quality standards has been established throughout the country from the central government, branches, localities to establishments. The General Department of Quality Quality Assurance under the Ministry of Science and Technology (Science and Technology) is the unified state management agency. about TLCCL. In 63 provinces and cities across the country, Sub-Departments of Quality Standardization have been established under the Department of Science and Technology, which is the state management agency for local quality standards. Third, standardization has been widely deployed, fully supporting the fields of production, business, and services and in line with international practices.
