CONFERENCE OF TBT VIET NAM NETWORK 2024

On August 2, the TBT Viet Nam Office organized a training conference for TBT points at the ministerial and local levels of the TBT Viet Nam Network and organized a site visiting session in Da Nang to learn about the import and export activities of businesses, provide and support information on TBT for businesses to facilitate the exports.

Attending the Conference were Mr. Ha Minh Hiep – Acting Chairman of the National Committee for Standards, Metrology and Quality, Ms. Ton Nu Thuc Uyen – Deputy Director in charge of the TBT Viet Nam Office, along with all officers and experts of the TBT Viet Nam Office and representatives of the Ministerial and local TBT points of the TBT Viet Nam Network.

Speaking at the Conference, Mr. Ha Minh Hiep – Acting Chairman of the National Committee for Standards, Metrology and Quality emphasized the importance of the TBT Viet Nam Network in implementing TBT commitments in Viet Nam, and also affirmed that it is important for mastering the regulations, fully understanding the commitments and applying them for implementation. The tasks of TBT Viet Nam Office and the TBT points is to inform and answer questions about standards, technical regulations and conformity assessment procedures. The authority agencies need to propose the appropriate content related to transparency to amend the Law on Technical Standards and Regulations and the Law on Product and Goods Quality, in order to highlight the role of the TBT Network. At the same time, it is required that TBT activities not only focus on providing information but also need to be linked with other specialized units in the field of standards, measurement and quality. Mr. Ha Minh Hiep hopes that through the training conference, the ministerial and local TBT points will clearly understand and promote the application of Good Regulatory Practice (GRP) to evaluate the effectiveness of legal documents in Viet Nam.

Conference Overview

At the training conference, Ms. Ton Nu Thuc Uyen – Deputy Director of the TBT Viet Nam Office presented the implementation of Viet Nam’s TBT commitments in the WTO and FTAs ​​in 2023 and the first 6 months of 2024. At the same time, she stated that the coordination in implementing TBT commitments in the TBT Viet Nam Network is very important, including the implementation of Decision No 46/2017/QD-TTg of the Prime Minister on promulgating regulations on organization and operation of the TBT Viet Nam Network. In addition, the training conference also presented TBT commitments in Free Trade Agreements (FTAs); guidance on applying Good Regulatory Practice (GRP) in developing, promulgating and applying TBT measures; presented the ePing warning system and introduced the system’s newly updated functions. At the conference, delegates from the TBT points at the ministerial and local levels also exchanged, discussed and expressed their views on the difficulties and obstacles in performing the task of notifying and answering questions about TBT measures in the locality to find solutions and overcome them.

On the afternoon of August 2, the TBT Viet Nam Office together with delegates from the TBT points at the ministerial and local level visited and worked with Hoa Tho Textile and Garment Joint Stock Corporation in Da Nang.

At the meeting, Ms. Ton Nu Thuc Uyen introduced to the enterprises the activities of the TBT Viet Nam Office and the TBT Viet Nam Network, and discussed with the enterprises the possibility of supporting information on TBT in the textile and garment sector for enterprises. Through the meeting, the delegates had a better understanding of the situation and the difficulties and obstacles that enterprises are facing in exporting and importing goods. At the same time, there were also more specific discussions about the trade barriers that businesses have, are and will face when exporting and importing goods. Hoa Tho Enterprise expressed its gratitude for the information provided by the TBT Viet Nam Office and said that the enterprise has an additional information channel to support businesses in the process of production and export to international markets./.
