7th Congress of the Ho Chi Minh Communist Youth Union – Commission for Standards, Metrology and Quality of Vietnam (STAMEQ), term 2025–2030

“Pioneering – Solidarity – Dedication”
On October 20, the 7th Congress of the STAMEQ Youth Union, term 2025–2030, was successfully convened.

Attending the Congress were Comrade Nguyễn Nam Hải, Party Secretary, Director-general of STAMEQ; Comrade Trần Xuân Bách, Secretary of the Youth Union of the Ministry of Science and Technology (MST); Comrade Trần Hậu Ngọc, Deputy Party Secretary, Deputy Director-general of STAMEQ; representatives of the Standing Committee of the MST Youth Union, the Executive Committees of the STAMEQ Trade Union and Veterans Association, leaders of the Personnel Organization Department, Planning–Finance Department, and the Office of STAMEQ; former STAMEQ Youth Union Secretaries; and 80 outstanding delegates representing nearly 200 Youth Union members across the agency.

In his remarks, Mr. Nguyễn Nam Hải emphasized that the strength of the Youth Union lies in its intellectual capital in the field of standards, metrology, and quality. He urged young members to turn this professional knowledge into their personal brand and core value — to always be the most competent in their field. He highlighted that “dedication and readiness to take on challenges” are opportunities for personal growth, knowledge accumulation, and the expansion of professional networks.
He also called on the Youth Union to continue organizing activities that are both engaging and meaningful, fostering unity among young members while ensuring depth and substance. “Youth are the future,” he stressed, noting that even amid difficulties and challenges, young people have the opportunity to create change and contribute value to the collective mission of STAMEQ.
Review of the 2022–2025 Term

Presenting the report on the 2022–2025 term and directions for 2025–2030, Comrade Trần Hải Ninh, Secretary of the STAMEQ Youth Union, affirmed that under the comprehensive and close guidance of the Party Committee and the agency’s leadership, as well as the coordination of the Trade Union, Veterans Association, and affiliated Party cells, the Youth Union has effectively implemented diverse activities contributing to the fulfillment of STAMEQ’s political and professional tasks.
Youth education has been timely and diverse in content, helping nurture revolutionary ideals, ethics, and lifestyles among young officials and members.
The organizational work and the Youth Union’s role in Party development have been strengthened, laying a solid foundation for sustainable growth.
Youth movements have been tailored to meet the real needs and interests of members, motivating them to excel in their professional duties.The Executive Committee has maintained strong unity and adaptability, turning challenges into opportunities for innovation. Thanks to that, Youth Union activities have become increasingly structured and effective, gaining recognition from STAMEQ’s leadership and maintaining a leading position among Youth Unions of the Ministry of Science and Technology.
New Directions and Expectations

Speaking at the Congress, Comrade Trần Xuân Bách, praised the achievements of the STAMEQ Youth Union during the past term.
He commended the Union’s large and well-trained membership and its proactive spirit in implementing activities.
Looking ahead, he outlined several key directions:
- Adhere closely to the orientations of the Party Committee and the agency’s leadership, while ensuring strong coordination with other socio-political organizations.
- Align activities with the programs and directions of higher-level Youth Union bodies.
- Strengthen the linkage between Youth Union activities and professional expertise.
- Act as a leading and connecting force within the MST Youth Union network.
- Uphold the principle of “say it – do it,” and enhance communication through proper documentation and media to inspire enthusiasm and motivation among members.



Commendations and Elections
At the Congress, Comrade Nguyễn Nam Hải, Party Secretary and President of STAMEQ, and Comrade Trần Xuân Bách, Secretary of the MOST Youth Union, presented Certificates of Merit to outstanding Youth Union members who participated in the A80 parade.

Comrade Trần Hải Ninh, presented flowers and gifts to members of the 6th Executive Committee who did not continue in the new term.

The Congress successfully elected a new Executive Committee for the 2025–2030 term, marking the beginning of a new chapter for the STAMEQ Youth Union — one characterized by pioneering spirit, solidarity, and dedication.
