A new APO Vision and Strategy 2025: Promote national productivity based on innovation
The second Steering Committee meeting for a new APO Vision and Strategy 2025 was held on 25 February 2020 in Hanoi, Vietnam
The meeting was chaired directly by APO Secretary-General Dr. AKP Mochtan and attended by the Steering Committee members as well as the representatives from the National Productivity Organization of APO member countries. On the side of Vietnam, attending the meeting, there were Mr. Tran Van Tung, Deputy Minister, Ministry of Science and Technology and Mr. Ha Minh Hiep – Deputy Director General, Directorate for Standards, Metrology and Quality

Emphasizing the role of productivity enhancement in economic development in many countries, Deputy Minister Tran Van Tung said that in the past decade, productivity is considered a key factor of economic growth and productivity based on innovation is now regarded as the engine of of Vietnam’s economic growth.
“The Government of Vietnam has been implementing many investment programs to promote innovation and has some positive results. The Global Innovation Index (GII) of Vietnam has been raising for years and in 2019, Vietnam jumped three ranks to place 42nd out of 129 economies around the world. Besides, in the period of economic restructuring, productivity is a key factor to successful economy restructuring”, said Deputy Minister Tran Van Tung.

According to Deputy Minister Tran Van Tung, at Vietnam’s National Productivity Conference, Prime Minister Nguyen Xuan Phuc emphasized that improving labour productivity was an important task that needs involvement of the entire political system, business community, and contingent of scientists, researchers and managers. Besides, increasing productivity based on innovation will be an important condition of sustainable development of Vietnam’s economy.
In early 2020, the Government issued many strategies to boost Vietnam’s productivity, especially the Government’s Resolution No. 01 / NQ-CP and the Prime Minister’s Directive 07 / CT-TTg assigned the Ministry of Science and Technology to coordinate with APO to develop and implement the Innovative – based Productivity Development Master Plan, with the vision of building the The Center for Excellence and Innovation to submit to APO for approval in 2021.
In the context of fast-moving economic and social change, the rapid development of science and technology in the industrial revolution 4.0, the increasing challenges of the new era with the narrowed resources, the development of a new APO Vision and Strategy 2025 is strictly necessary.
Deputy Minister Tran Van Tung said that the Ministry of Science and Technology and the Government of Vietnam pledged to support APO in this journey, especially in orienting the transition from implementing productivity programs to providing policy advice to governments.

At the meeting, Deputy Minister of Science and Technology also proposed to APO to implement productivity development in enterprises, which aims to develop the productivity development of startups in Vietnam. This is also an opportunity to develop start-up ecosystem in Vietnam. The second meeting of the Steering Committee on A new APO Vision and Strategy 2025 in Vietnam is expected to make specific plans for each APO’s issues in the coming journey. Earlier, the first meeting of the Steering Committee was taken place in Tokyo, Japan.
