The 46th meeting of ASEAN Consultative Committee for Standards and Quality (ACCSQ)
The 46th meeting of ASEAN Consultative Committee for Standards and Quality (ACCSQ) and related events took place from September 19 to 22, 2016 in Nha Trang City, Khanh Hoa province. Members from standardization agencies of ASEAN countries attended this important event. Viet Nam’s delegation consisted of representatives from agencies under the General Directorate and relevant Ministries and branches as Ministry of Industry and Trade, Ministry of Health, Ministry of Transportation, Ministry of Agriculture and Rural Development. During three days from September 19 to 21, the meeting focused on discussions to approve Strategic Action Plan of ACCSQ’s working groups in fields of standards and conformity assessment for the 2016 - 2025 period.
On this occasion, ACCSQ’s partners as the US, Europe and Japan were present and discussed together with ASEAN on issues relating to standards and conformity assessment for the coming time.
Over the past decades, ACCSQ has gone a long way in order to patiently pursue the objective of reducing trade barriers. Up to present, nearly 300 standards, technical specifications, requirements and guidelines have been harmonized with international standards in ASEAN’s fields which are preferential for integration like electricity, electronics, rubber, automobiles, supplementary food, medical equipment, pharmacy, cosmetics... Two Mutual Recognition Agreements (MRA) in the fields of electricity and electronics and GMP Inspectorate for pharmaceutical producers have been implemented. The next MRAs will be in fields of bioequivalence, approval of types of automobile products, construction materials and processed food. The harmonization of management regulations for electricity and electronics equipment, cosmetics and health equipment has been an important step in the operation of ACCSQ.
Since the day ASEAN Economic Community (AEC) was established on December 31, 2015 to present, 96.01% of tariff items have been removed. With this momentum, the number will reach 98.67% in 2018. In the context of the ASEAN’s economic integration which gradually pays attention to support trade and non-tariff fields, ACCSQ has shown its increasingly proactive role both inside and outside the Community. When the Action Plan is implemented, ACCSQ’s activities will become more specific and practical, meeting strong demand for trade in the region and at the international level.
